Anyway, for God's sake, all most of us FT's in China are is just oral English teachers- hardly qualified enough to organise a piss-up in a brewery, let alone a new education system for 50 billion Chinese- am I right or am I right?

Interesting idea... But juanisaac also says about corruption and "coffee money"... So maybe the US Colleges and Unis should one their own "branch schools" then quality standards will be met. Such schools could train and employ the teachers directly without Recruitment Spivs or TEFL/TESOL Clown Schools - this means any pedo teachers would be subject to greater scrutiny and face justice faster.
And my bulldozer gets some use too to clear the way for these "proper" schools..
