Africans living in Shenzhen SEZ seeking Z visas for China, for example, wouldn't be allowed entry into HK.

Entry? Or you mean getting a chinese visa issued in HK? Pretty sure HK gives everyone of any nationality, a visa upon entry, for free. They don't even stamp your passport anymore, not at Lo Wu at least.

I wasn't aware Shenzhen issued passports for the Special Economic Zone, or do you mean foreigners living in Shenzhen with a passport of any nationality?!

The latter, of course! But only for some countries. I did say Westerners.

HK Express Z visa No Longer Available for Some Nationalities

News just in from Westerners in Hong Kong trying to get Z visas - the express visa option is no longer available for some, if not all, nationalities.
Among them are Americans, Australians and Shenzhen zone passport holders - even those with the necessary paperwork and going in person to the Ministry of Foreign Affairs are having to wait 5 working days to get their Z visas. That is a drain on those folks' financial resources.
