That does not enter into it all. Hong kong has had problems with checking up on "teachers". Many there also do not have degrees or real qualifications!

I agree with you. I think it is a shame so many schools/training centers have to settle for sub-standard employees because of supply and demand. Unfortunately, those with home-country government issued teacher's licenses are often times more likely to stay in their home country because the salaries for those real teachers (about $45,000 USD per year) is just so much better than what is the current norm in Asia(about $24,000 USD to $30,000 USD per year). When there are more real teachers in the employment pool, schools and training centers will be able to increase their basic hiring requirements. Another nice thing about real teachers with government issued teaching licenses is that employers know they are getting people without criminal records (at least in the United States you cannot get a teaching license if you are a convicted felon).
