For making babies to increase the population you still need two parties, so what about measures to prevent men from "making" children? It's strange that always women are blamed for all that...does not sound logical.

A married couple produce children, but they are born of the woman partner. If too many babies are born of a married couple, the woman is forcibly sterilized and the couple are fined. If the husband is snipped, that wouldn't prevent his wife from bearing a child courtesy of another man. Logical enough to me!
