That's a load of bollocks because I had 2 in Guangzhou, as my ISP gave me 2 as part of the deal. Also, still possessing sim cards registered in my name from previous job in different provinces has never prevented me from registering another.
Thanks Turnoi and John O'Shei - I have found out that Laowai in China can have only one (1) SIM card registered under their name. Chinese Nationals can have upto five (5)
She's probably just a [edited], just go to another China Mobile office, there are still places that can sell you a Shenzhouxing/easy-own card without asking for your passport details.

I went to the local CHINA MOBILE office to get another Mobile Connection in my name and was told that I cannot get a Mobile Connection in China using my Passport as ID and that I should have the Chinese ID card. I pointed to my Residence Visa in my Passport - she, the lady behind the counter was unmoved. Additionally, I gave her my other number, which was in my name - still unmoved.
Anyone else had such an experience ? If so - please share.
