I think he got his information from a guy who knows a guy who knows a guy who has a friend who employed someone who might have been Chinese...or were they Korean? They got the rumor from this supposed Asian source who might have had a friend who traveled and lived in east asia and made some judgement calls. On the other hand, it sounds like this employee got their degree from an "institute of higher learning" like Cosmos University so it's the blind leading the blind while we all sit back and laugh at them.
