Why can't there be a really strong leader in the education field who just says, "enough is enough". Get rid of all these useless training schools, "private learning centres", IELTS training centres, etc, etc.

Certainly it would be good if some kind of genuine accreditation was required by training centres that would allow consumers (students and parents of younger students) who sign up at these schools to know there were minimum standards in place. However, i think we should remember these places wouldn't exist at all if the Chinese public stopped paying the course fees. Instead of going away most of the major players in the field of private English teaching in China are expanding - it's basic supply and demand. If sub-standard teaching is what they want then more fool them but no one is putting a gun to their heads and saying your money or your life? Is it that the Chinese aren't quite as consumer savvy as us Westerners who've been doing it for a while longer or are they perhaps handing over their money because they can see a value in the service provided that we can't?
