Have you ever considered the situation of ESL teachers in developing nations where there is a lack of money and also a lack of resources on offer? Countries like Kenya, Nepal, Haiti? There, the option is to use the internet and to download resources for local use and printing, for example as handouts in local classes. Another option would be the compilation of digital library resources, burn them on disk and to distribute them within a school network.

This is what we have done over the years within our own school network in such nations. It is only a temporary solution, though, as there are restrictions to what you can include to avoid copyright infringement and other reasons.

I'm bound to suggest to you that a good ESL teacher (no room for leachers) shouldn't need to give his students handouts. They say it's a sign of a bad teacher when he has to do that. No, all the lesson plans should be in your head for you to call upon. You must compile your own text books as the term progresses. You will have a blackboard and you must make sure your students take notes as the class progresses. This is why, only native-born teachers who don't need to consult the Internet should be teaching ESL. Would you agree with that in principle? You know yourself, from say, pinyin, the Internet cannot be relied on to be accurate.
