Re ethics in education

We are as ethically associated as our homelands' educational institutions that accept foreign students' tuition fees and governmental institutions that allow the procedures and free flow of cash in. It all is meaningful for the economy, employment, relationship and the monopoly our nations' schooling may establish.

What moral obligation does a foreign teacher have when he or she becomes aware that their employer is not providing a valuable educational experience to his or her students? Is the teacher ethically complicit by continuing to work there?
