Of course one possibility we native and non-native speakers alike have overlooked- ALL speakers tend to learn language to the level that is needed in their social and work communities. As much as we as teachers may hate to admit it, not everyone needs this dish we are serving.

But let's keep the restaurant open for those who do!

I absolutely agree. People who learn foreign languages seem to have much better command of their own language as well. Maybe that's one of the reasons that so many native English speakers have poor language skills - they don't learn foreign languages.
