These stricter visa regulations have been enforced in HK for years now. But private school recruiters continue to tell candidates to come on tourist visas and "pop down to HK"? Why? Because their client schools cannot legally obtain Z visas. So they lie and entrap foreigners who arrive broke and have no choice but to work illegally in English Language Sweatshops where the recruiter and the school can at any time threaten to have them arrested and deported.
Anyone who comes to China now on a tourist visa to work, in any capacity, is either an idiot, a victim, or both.
This is not the Chinese government's fault. Try to renew a U.S. work visa in Puerto Rico.
