That won't come to pass. Government education officials in these places are too corrupt and inept to change anthing. Why would they want to? They benefit from the present "arrangements" too much to overhaul school systems, no matter how fucked up those systems are in these countries. If the education systems are reformed, it also means more work for these people. Some may even see their sugar-titty kickbacks dry up as well.

Nothing is gonna change in these places. Not for a long time, anyway.
