One problem is that it is the only test that has international recognition at the moment (A.F.A.I.K).

If the Taiwanese or the guys in Singapore created their own test; it would probably actually be something that aligns with CEFR standards.

A lot of very fluent foreigners don't even bother with the test for a reason.
