Don't be fooled by the instruction as the party members represent everything China stands for! Today, those few big people are told something that tomorrow all little people will have to follow; except that the primary or secondary schools books will stay the same and kids will still learn how once upon a time all villagers but one ran from the monster which stopped at the man's house with some sort of red and golden decoration on his door. Somewhat similarily, every Chinese official stops when Mao's educational concept is to be challenged as those primary school books in some parts of Hunan haven't changed for decades.

We seem to be moving from an instruction to party members to the population at large as evidenced in the subject line of your post.
