its something difficult to explain to a non-native english speaker but he writes:

Release documents from unethical schools ARE a problem.

He might have intended to communicate the idea that getting them is the problem but at this point it was not self-explanatory that was the intended meaning.

and Im not nitpicking grammar. this is just asking for clarification or more details or 'in which sense', how, what he's heard etc.
