Oh, yes...
I don't really regard a 4-year university degree as a "high qualification". These days it's a required life tool you'll need to try and stay out of jobs that involve phrases like "Do you want fries (chips) with that?"

Getting a 4-year degree in something...anything...is not that high a hurdle for most people, at least not in Western countries. It's not an unreasonable thing to as a prospective teacher to do.
