"lack of social soft skills" doesn't work well to communicate what you want here. It would be better as "lacking 'soft social skills'" as native English speakers associate nuanced, skilled, fine social ability with 'soft' (as in good). He's a 'smooth operator'. He has a 'soft touch' with the ladies. But if you write it 'social soft skills' it becomes a bit senseless.

Anyways, no, this isn't usually the case. Foreign teachers tend to develop those skills more than anything as they speak to groups and present likeable behavior.
