That was not too helpful, the lady will not be questioned on her English at the PSB. She may be right the female staff might be being funny with her because she is a female. I suggest she has a few(only a few) beers before she enters the PSB, to relax and not bother about their attitude towards her.

In fact, the PSB clerk will ask her some questions to assess her English, especially if she is a non-native speaker, or a colored person. BTW, her post was so badly written that it didn't specify whether she was getting bad vibes from the PSB or from the school's FAO on one occasion in the past!

Check the 'Know Your Rights' section of the board. You can insist on being shown the 'Beijing Rule Book', in English and in Chinese, to make sure they are following the regulations. Take your wife with you to argue the toss with the boss.
