Struth, what a crock of shyte!
The system as it stands is exactly as you have described. One can only hope that the Chinese Government realise this during the trial and make the necessary changes. In order to get an 'A' category, one has to have what could be best described as 'native fluency' in Chinese, plus a minimum Chinese salary of RMB30,000 per month, as well as a degree from such places as Harvard or Oxbridge.
