For cinnamon and mate, I cannot see much difference myself, I just prefer the "look" of cinnamon, but I suppose mate is good for older computers, cinnamon just seems that bit smoother to me though.

I have to tolerate the presence of Windoze because Chinese banks will only deal with IE.

Banks tend to be ridiculous about stuff like this, why they insist on IE I shall never understand.
