Because these girls do not live in fear of being arrested. Most of the Thai cops live off 'tips' from such girls, or require 'freebies' in order to let them continue. Everyone knows that Thailand police are more corrupt than the Chinese ever were. The main difference is that in Thailand it's an 'open secret' that nobody tries to hide.
