One of the biggest problems is that the police are not just useless, they are grossly incompetent. So much so that they make our F.A.Os look good.
'We will locate the perpetrator', say the police. The truth is that they couldn't 'locate' the sun, at high noon, on a summer's day.

Blithering idiots, the lot of them.....
