Does anyone know about going to Hong Kong for new Z visas?

We are two teachers that have been asked to go to Hong Kong to obtain our new Z visas since our school is unable to obtain them within China, I believe as per the new regulations. Is the school responsible for the expenses of airfare, hotel, visa fees, and other costs, such as photos, food, or transportation, i.e. bus or taxi? Realistically, the trip could run into the thousands of Hong Kong dollars or RMB. Our understanding was that all of the visa fees and associated expenses were to be covered by the school, but our school is balking at the idea of paying for some of the expenses.
