I lived in xi'an for an extended period of time, and found it interesting, cheap and incredibly polluted -great for scientific studies but not really suitable for human consumption.

I don't know if jinan or shenyang are as interesting or as cheap as xi'an, but i guess and have also heard tell that all three cities are at least atmospherically quite similar.
