Hi Neil,
You could try and get hold of the "Laubach Way to Reading" series. These books encompass lessons for the adult learner and run from beginner up to about 6th grade-level of literacy.
These are designed exclusively for the mature learner, and topics relate to (admittedly Western) adult life and trials. eg dating, marriage, jobs, retirement activities. I have used them very successfully with non-literate native speakers, as well as with ESL students.
