Who is 'qualified' to assess the teaching of FT's in China? That is indeed a very difficult question to answer.
Anyone brave enough to have a go should be aware that here the recipients of teachers' lessons and their financial sponsors, namely students and their parents, have a big influence on how an FT is regarded. Opinions passed to students' guidance teachers by students, usually appointed by guidance teachers, as class monitors or as individual subject monitors are of great importance. So too are comments recorded by students in questionnaires handed out to every student for completion re each subject teacher. So, in order to get good appraisals, many Chinese teachers here try to befriend their students.
Actually, the system as described above is used to weed out ineffective teachers at key schools, colleges and universities. And it should also be noted that the opinions of Chinese teachers who sit in class when FT's teach count for a lot too.
But at average and below average places of learning, there is little, if any, pressure exerted on teachers so long as students know they will get a certificate upon graduation!
EFL here is a grey area, as has often been stated on the board! I'll leave it at that.
