Is anyone teaching in an American high school, teaching ESL in full "inclusion" model?

Our principal has decided to abandon our traditional ESL program (NEP, LEP, and writing support, and reading support elective classes) and is going to put all students in general ed classes. All ESL students will be placed on a single team (SLC) in each grade level. Two part time teachers will be hired to support the students in the general ed classes and also to run a daily two hour after school tutorial program. Ostensibly, the two part time teachers will float between core classes (English, history, science) to help the classroom teachers (none already trained in any ESL methods) Only one period a day has been set aside with one teacher for (presumably) new incoming grade 9 NEPs (we do not yet know the criteria for enrolling students in that one classroom period)

This looks like failure in the making, and possible breach of some laws?
