Once I phoned my homeland's consular office in Beijing regarding a problem I had with the Chinese authorities. The person on the other end was most unhelpful - basically didn't want to know. So I never went to that office. Instead I dealt with the problem myself.
But whenever I needed a consular official to act as a witness to a Chinese person and me signing a legal document, that official was always helpful, in my opinion only because my use of consular services made easy money for the consul. That kind of service doesn't come cheap, by the way.
My advice would be to try to resolve your problem without the help of your homeland's consul. If all else fails, you can ask for help there, but I wouldn't expect it to be forthcoming unless it's a matter of life or death. Involving themselves with the Chinese authorities on your behalf is the last thing they would contemplate doing.
