Recently, I have discovered that a Foreign Expert Office that serves the foreign expert teachers on mainland in a city, facilitates a scam that one licensed private educational institution is running.

Now, I am looking for a way to get over the heads of these people and notify the mainland authorities, although it seems over my own head as I am unable to find such channels or channels I could trust on mainland.

The case in point is that this office serves the company at the expense of foreign experts.

Would anyone be able to shed a light on to some appropriate channels to follow up with?
