Hmmm that is not right. I think maybe you didn't get the whole link or you mistook it.
The link leads you to the small blacklist that there is, as well as other information on the site:

You should see foreign names (easy to pick out because they are not Chinese characters) and if you click them then yes, you would go to the individual cases and why they are blacklisted. It's a notification to foreign expert affairs bureau in all provinces telling them they can't hire the person on that list.

The names on that list can also be found on provincial SAFEA sites too. For example:

So now that we can establish that there is indeed a SAFEA blacklist, does anyone have any sggestions for those who are on it? Like, how they might get off of it or clear their name? Does anyone have any experience on this?
