This is a clear example of a local authoritarian approach to "little people". Then, the door often shuts on any complaints too. From my experience, I have not seen such rudeness as in major cities the PSBs are probably more educated or better managed, and so they go about their authoritarianism more politely. It all comes down to the system that allows only few to choose the local leaders. Once chosen/elected, they only have to satisfy their superiors. Ironically, the country's name is "The Peoples Republic" :)
