Very often, they are regarded as outcasts - mentally handicapped people, for example, or those with epilepsy is still sterilised these days in China - a thing that might cause a public outcry in most Western countries.

PB has it right...China doesn't value what it considers "dead weight", or rather, the society doesn't....it is literally sink or swim...or be eaten by the piranhas...a large dose of I'm alright jack nouveau riche mentality doesn't help either!
