I am dealing myself with aspects of this situation in my daily work. But I would blame them for not employing the appropriate plans and strategies to overcome this less desirable situation

I would say that China has done far better, and gone far further, than Africa in dealing with issues.

Most of africa is still a pretty poor place, esp compared with China.
