Yes, you're right on the money there. Some of the students I taught in China who are in Canada now seem to get more patriotic when they leave for a foreign country, and it's probably because there are a lot of chinese or ethnically chinese people who live in Canada. However the students who move there who are from the newer generation seem to generally mix only with others of a similiar background. The new generation want to promote propaganda and the ideals spoondfed to them by the mainland government to anyone who will listen (at least some of them are like this). The so called Confucian Academies are set up to help drive this agenda.
It's very hard to teach to others to look at a different way of mind, but in terms of behavior the Chinese are definitely not being very accountable on expanding their own horizons. Any talk of accepting other cultures will be met with historical excuses of victimization thus the mantra of, "we can't trust others", but introductions to cultures such as ones that are from certain developing countries and you'll hear about how close of a relationship these poorer countries have with places that victimized China. Of course the attitude to places in Africa and South America would be "QIONG!" which means poor in chinese.
Even amongst the Chinese who live overseas there are exclusionary ways of thinking towards other ethnically Chinese (the immigrants from the older generation). By the cultural nature of chinese people the vices that are implemented creates purposeful division so as to promote an insecre "peace" of mind which of course can never be really secure.
