Absolutely, that many schools have a criminal element. My middle school lent me out to another middle school for two weeks. The receiving school is being audited by the state and having a foreign teacher there will help them move from a "three star" to a "four star" school. The headmaster at the other school was a vice-headmaster at my current school. This is pretty much deception because a higher rated school will bring in more students, and more students equals more money for fancy dinners and bai zhou.
