What Turnoi had said about the things which happen in Kenya and Nepal are also factual, and he was making a point that these partnerships involve exploitation which can be true. I would say that it does take two to tango, and that the girl may also be using the guy to get a Western Visa. This type of partnership while not necessarily ethical, cannot be called illegal either in most cases. Just a matter of subjective taste by often two sides that have both been marginalized by the respective societies where they come from.
