It's true that India was a set of "pradesh"/provinces, was not a unified country until the Brits "unified" it. And no Confucianism there.
I was not sure about Hong Kong's coexistence of Confucianism and democracy but according to Wikipedia http://en.wikipedia.org/wiki/Religion_in_Hong_Kong there are many religions in Hong Kong, not at all a homogeneous place like mainland China.
