Ok, I'll ask you a question: How do foreigners in China obtain justice in China when they are victims of abuse by criminal school owners. Go to the Chinese media? Ask the local police/PSB for help? Your embassy?
I'll bet if you ask any of the above for help you will get nowhere. It may even make things worse. Remember that there is a "blame the victim" mentality/culture in China.Sometimes a vigilante action may be your only hope.
I learned this to an extent, when I tried to blow the whistle on the sexual harassment of a young female employee at one of my previous employers, my boss went apeshit and just accused me of causing trouble. I think another manager bypassed him and forwarded it to the Asia-Pacific HQ in Singapore though, maybe they might have had a few words to say later on, haha.
