As a (former) ecstasy user, my take on it is this.

A controlled and regulated society, like Denmark or Holland, is better for drug users.

Testing kits in nightclubs, information and advice given, is better than sweeping it under the rug and denying these things exists.

Even with the death penalty, drugs will still be used, as can be seen in China.

Education and knowledge is the way to go. Forewarned is forearmed.
