You will actually find that most privately owned construction projects in China are actually well behind schedule. They are useless, inefficient and not to mention; bound by red tape and bureaucracy. There's no point looking at a state governed operation like the 2008 Olympics as a glowing example of Chinese work ethic. I have noticed many a large project be more than 2 years behind schedule.

The workers involved? Are usually from the poorest regions of the countryside, have very few legal rights in comparison to their counterparts in the city. They earn a pittance and sleep with 8 or more other workers in cramped and dormitories. Chinese people actually do tend to look down at those tradesmen, lol. By the way, those farmers tend to be lazy, technically incompetent but cheap and plentiful.
