Yes. Native language speakers without second language ability routinely have neither the grammatical understanding of their own language nor an understanding of the difficulty/process of acquiring and utilizing a second language. They are precisely the wrong people to teach EFL.

Foreign language teachers in China are too often the equivalent of a university's scenic man-made lake or the ornate fountain in front of a private language school's building; they have marketing value but contribute nothing to education. Their water is not potable.
