I'd say that it's likely that the foreign affairs wallahs in Beijing will back off hunting illegal foreign teachers there. Needs must - parents have paid up in advance for FTs to teach their offsprings, but schools can no longer attract enough qualified FTs. I could be wrong, but I think not. And if visa rules can be flouted in and near the capital, there's no reason to think the same cannot be done in unfashionable areas of Chins, such as Shanxi, one of the coal provinces!
