Sorry to hear that you have been let down by a fellow professional. No point in telling you that it is the way of a modern world(showing my age now!!).
There was a time that notice periods were honored and respected by both parties. Then this practice became less prevalent as time moved on and people moved quick but not so sure.
Your experience is not just restricted to the teaching industry!! having worked in international finance, recruiting high level personnel. I can assure you the problems are broadly similar.
On the subject of 'blacklisting' yes it does occur and once again, not just restricted to the Teaching profession. I understand that some Korean based schools operate this system, so no surprise that a reverse take is now evident. Both examples of two wrongs not making a right.
