Legally he can't dock your pay or you can ring up the Department of Labour in Korea and your boss would be subject to a large fine. Even the mention of the "Department of Labour" would scare your boss into abiding by Korean labour laws without you having to do anything. You can google Department of Labour on the internet and the laws are all on there in English - foreign workers are under the same rights as Korean citizens.
