If they are aiming at social safety, they can start by closing down illegal and unsafe schools so that FT's don't end up like prey caught in the tangled web spun the ESL mills. Most of the FT's I have met over the years are just the average FT trying to survive and escape bad economies in their own nations while figuring out their next move whatever that might be. 80% of them are totally harmless other than getting too drunk and walking into traffic or falling down some stairs.

Some bad employers also issue Z visas and that shaft the FT anyway after they arrive in China so "unexpected troubles erupted" anyway.

Having once lived and worked there, I found the police in my area to be highly intrusive and a pain in the azz most of the time. The GZ area however has its own set of unique problems with foreigners there, certainly so with regard to the many illegal factories and the people from various parts of Africa, the Philippines, and other nations that go there to work underground. The same is true in the USA.
