You are not aware of the workings of the Chinese police. They welcome illegality on a minor scale. They milk it, as it's a gravy train for them. So, as a foreigner who's broke their stupid laws, you'll be ok once you've forked out your fine. Perpetuation of income, a clever concept. But in the West, they're too moralistic, or too disguised in their quest for lucre, Thing is here is the very wild west, and things are much different outside of the big cities. There the economy is deemed the most important, not ethics. I like that about China, especially in rural places. More freedom and respect there for foreign teachers. beijing, etc, bores me rigid!
