Although I don't defend and am strictly against the illegal employment of foreigners in China (those who have no Z visa, work permit, residence permit), I would say that reporting other foreign people to the authorities and getting paid for it is a shameful and characterless thing to do and I would deeply detest such an act of "treason". It is another thing if that person was someone to hurt Chinese or other foreign people. But as a rule, I would not feel encouraged to do so, and I would not encourage other people to do so.
It is very clear to me that the Chinese authorities must primarily identify and stop those native Chinese enterprises like crap "schools", training centres, recruiters and agencies to employ such people. To strictly enforce the existing rules and law is one of the best ways to deal with this more shitty elements in the crappy world of Chinese ESL with the purpose of causing these crap places to disappear from the market altogether. We know the names, the places and all the necessary details - will the Chinese authorities perhaps this time take and heed our advice?
The Tentative Provisions provide that the people’s government at or above the county level is to establish an information platform for foreigner administration and services The Tentative Provisions also attempt to solicit public supervision by providing rewards to entities or individuals that report foreigners who are illegally residing, working, or engaging in business activities in China. Furthermore, they prohibit the leasing of housing or provision of free housing to any foreigner who does not have a valid passport or whose visa has expired.
