It's apparent that the government has no intention of eradicating the problem of illegal employment of foreigners as teachers. The proposed new fine is so low it's laughable. To stop most of the illegal teaching, the government should change the law to fine rogue employers 100,000 RMB per illegally-employed foreign teacher, and then enforce this a couple of times soon after. That would solve the problem very quickly.
Compare: it has been asked why China has the worst safety record globally regarding its coal mines. The answer is simple. Mine owners can afford to pay the fines imposed after a mining disaster that takes lives - the fines for negligence in coal mining are far too low! However, that's not so elsewhere in the world.
