Know Your Rights
From my experience in China, this policy as many other policies will most likely not apply to all businesses that employ foreigners in the same way. Chinese are notorious for applying laws, rules, or regulations "locally" and conveniently to the ones that sit on the gold. Moreover, local party members, as they have proven in past, do not wish to have a competitive environment on their litle red planet.
With respect to the social insurance for foreigners in the country, who would want to use the underdeveloped local health care? As one of them, I surely dislike the local services and what they have to offer. When I want an equivalent of my country's health card service here on mainland China, I get a doctor and an untraditionally original prescription drug from a place which more likely this social insurance policy will not cover. Perhaps, adding a little of my own finances, I'll be able to use my western doctor, if I understand this new Chinese social insurance policy better one day.
