I won't name my source, but I've been told that foreign teachers caught working for employers who haven't arranged their work permits and resident permits will be in big trouble. Heavy fines and swift deportations can be expected. Doing a second job without first obtaining permission from your sponsoring employer is definitely not a smart thing to do.
